I think ammonia is the traditional chemical to cut through built up wax.
I mix ammonia and water, then soak an old towel with it, and put it on the area, and just let it sit there for a while, to soften what's underneath. Then scrub with a stiff brush. (A while may be 15 min or an hr or overnight) Sudsing or non sudsing doesn't matter, I've been told.
ps don't mix ammonia and bleach - you will release chlorine gas, which is poisonous.
